Ms. Hart’s interdisciplinary research focuses on investigating the techniques and effects of economic statecraft, and often adopts international, comparative, or transnational perspectives. Her dissertation explores the enforcement of financial sanctions and current projects centre on unilateral trade and trade-related instruments designed to promote economic security, human rights, and democracy.
Ms. Hart’s legal experience includes serving as counsel for international negotiations and treaty disputes and as counsel to policymakers on matters involving various fields of public international law, including international economic law, international human rights law, international criminal law, and the law of international organisations. She is a solicitor of England & Wales (currently non-practising) and qualified attorney in New York and holds law degrees from King’s College London and Columbia Law School.
Her teaching includes international relations and law courses and the European Law Moot Court. She currently serves as a co-convenor of the European Society of International Law's Interest Group on Business & Human Rights; member of the editorial board of the International Investment Law Journal; and member of a steering committee on white-collar and cybercrime.
