Abstract

The 1998 white paper, entitled 'Smoking Kills'1 expressed the government's commitment to improving Britain's health by reducing the prevalence of smoking and the inhalation of secondhand smoke. Smoking is the UK's single greatest cause of preventable illness and early death. It is also the biggest cause of health inequalities in England
